What problems does this proposal aim to solve?
Boulder sits at the wildland-urban interface and has one of the highest risks of flooding and fire of any community in Colorado and climate change is poised to amplify these risks.
Boulder needs to proactively design and accelerate the construction of infrastructure that follows expert engineering and risk management guidance to mitigate these risks.
